Governing Climate Resilience in Power Distribution: A Hybrid Methodology using AI and Theory of Mind to Structure Complex Problems

  • Increasing the resilience of electricity distribution networks in the face of extreme climate events is a complex issue, with technical, regulatory and social dimensions. To deal with this challenge, this article applies an innovative hybrid methodology, using the synergy between Artificial Intelligence (AI) and human cognitive processes in the structuring and evaluation of this complex problem. The analysis indicates that the main barriers to resilience stem from tensions and paradoxes arising from the interaction between different perspectives — all of which are legitimate, yet partial. We argue that innovation in the cognitive and methodological tools we use to understand reality is essential to face the challenges of climate change in an increasingly complex and uncertain world.
