Law 14,300 of January 2022 established the legal framework for energy production through Microgeneration and Distributed Minigeneration (MMGD) with the aim of promoting the reduction of energy costs for households and businesses, and accelerating the energy transition to renewable sources. Using municipal data provided by the Energy Research Company (EPE) from 2013 to 2022 on MMGD, this study shows how this legislative measure has led to a remarkable growth in the installation and use of renewable energy in the country, especially from photovoltaic solar sources. Using the GINI index, the study also identified high regional inequality in installed capacity and level of investment in MMGD. Based on these analyses, this study discusses the development challenges arising from this Law, considering the context of the increasing energy tariffs and the country’s structural inequalities existing at the residential, sectoral, and regional levels.
