The Colloquium “The NPT, the Nuclear-powered Submarines and the Global Nuclear Order” promoted by the Brazilian Naval War College in partnership with the Brazilian War College seeks to discuss a remarkable political challenge facing the Brazilian State in the global nuclear order of the 2020s: making its technological and strategic program of building a nuclear-powered submarine compatible with the commitments assumed by the country in the regime for the non-proliferation of nuclear weapons (NWNPR). This discussion permeates the current situation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the perceptions of international actors regarding the use of nuclear energy to propel submarines developed by Non-Nuclear Weapon States (NNWS).
Thus, the colloquium is an opportunity to reflect more closely on the subject at hand from an academic perspective, with the vision of researchers on the topic. With this event, the Brazilian Naval War College and the Brazilian War College expect to promote reflections and debates on the double challenge of the Brazilian Navy and the Brazilian State of reconciling their main strategic project in defense with the commitments assumed and consolidated, nationally, and internationally, with the NWNPR.
The event will be held at the Brazilian Naval War College, entirely in English.

O Programa de Pós-Graduação em Estudos Marítimos (PPGEM), da Escola de Guerra Naval (EGN), tem como objetivo desenvolver pesquisas de natureza teórica e aplicada, preparar profissionais para o Poder Marítimo e fomentar o campo dos Estudos Marítimos e as atividades produtivas a ele relacionadas, além das funções pertinentes à pesquisa e à docência em áreas de ensino superior.
Os Estudos Marítimos conformam um campo de conhecimento interdisciplinar que abrange disciplinas que se conectam e se relacionam com os mares e as águas interiores, em âmbito global. Seu propósito básico é o estudo das relações do homem com o mar, em perspectiva política, social, estratégica, econômica, cultural, científico-tecnológica e ambiental.
Professor at the Brazilian Naval War College (BNWC). He holds a bachelor’s degree in Naval Sciences from Brazilian Naval Academy, a Master´s Degree in International Relations from Rio de Janeiro State University (UERJ), a Master`s Degree in Strategic Studies and a Doctor’s Degree in Political Science from Fluminense Federal University (UFF), Rio de Janeiro.
He teaches at the Postgraduate Program on Maritime Studies at the BNWC. He is also affiliated with the Center for Political and Strategic Studies of the Navy (CEPE-MB).
Since 2020, Marcos has been engaged in a Research Project entitled The Conventional Nuclear-Powered Submarine (CNPS) Program and the IAEA safeguards. The project is supported by the Brazilian Coordination for the Improvement of Higher Education Personnel, Project PROCAD-DEF20191325566P.
In 2023 Marcos hold the position of Visiting Professor with the Centre for Science and Security Studies (CSSS) in the Department of War Studies within the Faculty of Social Science and Public Policy at King's College London.
As a Brazilian professor and researcher engaged in the International Studies Association (ISA), he was recently elected to the International Security Studies Section (ISSS) Governing Council as an at-large member from the Global South.
Program Manager in the Office of National Security and International Studies at the Los Alamos National Laboratory and a Global Fellow at the Woodrow Wilson International Center for Scholars where he co-directs the Nonproliferation Forum.
He served as Representative of the Secretary of Defense to the Fourth Review Conference of the Nuclear Non-Proliferation Treaty (NPT), and as senior adviser to the US Delegation at the 1995 NPT Review and Extension Conference. Dr. Pilat also served as Representative of the Secretary of Defense to the Open Skies negotiations. He has held positions in the Pentagon and the Congressional Research Service, and has taught at Cornell University, Georgetown University and the College of William and Mary.
He is the co-editor of the Handbook of Nuclear Proliferation and Policy (Routledge, 2015), the co-author of The Politics of Weapons Inspections (Stanford University Press, 2017) and the editor of The International Atomic Energy Agency: Historical reflections, Current Challenges and Future Prospects (Routledge, 2021).
