The "II Research Seminar: Advances and Challenges in Climate Change Planning", organized by the Center for Environmental and Coastal Studies (II SPNeal), seeks to promote a space for exchange between graduate students from Argentina, Brazil, Colombia, Chile, Cuba, Ecuador, Spain, Mexico, Portugal and Uruguay, for publications, dialogue and exchange of experiences between international research networks. with the support of the MCI-IBERMAR, PROPLAYAS and the Stephen Olsen Chair of the ICZM, researchers, managers and civil society working in the field of coastal zone planning and management. This seminar seeks to strengthen the relationship between academic research and management practice in the national and international context, allowing academic research to influence and be influenced by the real needs faced by managers, especially considering the impacts of climate change.

In addition, the objective is to identify and discuss common challenges, opportunities for collaboration and innovative solutions that can be implemented in public policies. The II SPNeal will promote working groups to address problems in coastal areas, promoting the co-creation of knowledge, in addition to generating the publication "Integrated planning and management for sustainability and adaptation to climate change: progress and challenges in coastal countries and localities of Ibero-America". In this way, it encourages the implementation of joint projects in different contexts, with the aim of evaluating their effectiveness and promoting the creation of networks, where participants can exchange experiences, discuss ideas and form lasting alliances, focusing on the following topics: Dynamics of land use and occupation, conflicts, risks and vulnerabilities; Geotechnologies: methods and techniques applied to the planning of coastal environments: contribution to the mitigation of future scenarios; and Planning and Management: experiences and challenges in the current scenario.

This mini-course will take place only in person and aims to introduce participants to the main techniques of data analysis aimed at understanding geographical phenomena. From practical examples, tools and methods that allow interpreting, visualizing and extracting relevant information from spatial datasets will be addressed. Aimed at students and professionals in the areas of Geography, Environment, Urban Planning and the like, the course seeks to demonstrate how data analysis can support decision-making and the construction of more accurate territorial diagnoses.

The Center for Environmental and Coastal Studies (NEAL), linked to the Institute of Geosciences of the State University of Campinas (UNICAMP), completes 20 years of a trajectory marked by a commitment to critical, interdisciplinary research committed to contemporary socio-environmental challenges. Since its creation, NEAL has been dedicated to the study of territorial dynamics, environmental issues and transformations in coastal and coastal spaces, dialoguing with various areas of knowledge.

The worsening impacts of climate change have required the adoption of integrated strategies in urban and territorial planning. This brief analyzes the experiences of Brazil and Portugal in the use of planning as a tool for climate mitigation and adaptation. Both countries, although they have different socioeconomic contexts, have developed public policies aimed at environmental resilience, with different degrees of institutionalization. In Brazil, initiatives such as the National Plan for Adaptation to Climate Change (PNA) and the Municipal Master Plans seek to incorporate the climate variable into urban planning. Cities such as São Paulo and Recife have been developing local climate action plans, despite challenges related to governance, technical resources, and continuity of public policies.

Portugal, in turn, has made more structured progress through the National Strategy for Adaptation to Climate Change (ENAAC) and the National Energy and Climate Plan (PNEC 2030). The integration between land use planning policies, sustainable mobility and nature-based solutions has been strengthened, with emphasis on successful experiences in cities such as Lisbon and Porto.The comparative analysis shows that the success of climate strategies is directly related to intersectoral coordination, social participation and the strengthening of multilevel governance. Cooperation between Brazil and Portugal can promote the exchange of good practices, contributing to the improvement of climate responses through planning.

This mini-course will be held in an online format and will address the fundamentals of watershed morphometrics, with an emphasis on its practical application through the Watershed Morphometrics plugin in QGIS. This tool automates the calculation of dozens of essential parameters for environmental planning and analysis. The proposal also integrates the use of generative artificial intelligence, through ChatGPT, to support the interpretation of results based on specialized bibliography, promoting a more agile, didactic and integrated analysis.

08h30 - Drª. Cibele Lima (Brasil) From territory to plan: Participatory mapping of social vulnerability to extreme climatic events Short course

This will take place only in person, offers a practical and theoretical introduction to participatory mapping as a tool to support risk management and territorial planning. Based on the articulation between local knowledge and technical data, methodologies to identify and represent social vulnerabilities in the face of extreme weather events will be discussed. The proposal aims to strengthen collaborative adaptation and resilience strategies in the communities most exposed to climate change.

The Integrated Management of Coastal Zones (ICZM) seeks to reconcile the sustainable use of natural resources with the conservation of ecosystems and the appreciation of local communities. This activity addresses strategies and instruments applied to ICZM, highlighting public policies, participatory tools, territorial planning and governance mechanisms. The aim is to promote a critical and applied understanding of the processes involving coastal management in contexts of increasing environmental and social pressure.

In the face of the intensification of extreme weather events, Brazil faces the challenge of formulating and implementing effective public policies to mitigate and adapt to climate change. This task requires coordination between the federal, state and municipal levels, as well as integration between the different sectors of public administration and the active participation of society. At the federal level, the country has instruments such as the National Plan for Adaptation to Climate Change (PNA), the National Climate Change Policy (PNMC) and the Climate Plan. While these represent normative advances, their effectiveness is limited by political instability, institutional discontinuity, and the lack of a consistent budget. At the local level, municipalities play a central role in the implementation of actions, by being closer to the affected communities. However, most lack the technical capacity, financial resources and institutional support to integrate the climate agenda into urban planning. Still, successful experiences in cities such as Fortaleza, Curitiba, and Recife show that, with political leadership and multisectoral cooperation, it is possible to develop integrated climate plans and public policies.

The key to building effective strategies lies in collaborative governance. Coordination between spheres of government, access to climate finance, the use of scientific data to support decisions, and the participation of civil society are key elements. In addition, climate justice must be a guiding principle, ensuring the prioritization of vulnerable populations. Therefore, even in the face of current constraints, it is possible to build effective strategies to address climate change in Brazil, provided that there is political commitment, integrated planning, and coordinated action at all levels of government.

Climate change imposes a new paradigm on urban and territorial planning, which requires more dynamic, integrated and evidence-based approaches. Addressing climate impacts, such as floods, droughts, rising sea levels, and rising temperatures, requires not only public policymaking, but also the revision of traditional planning practices. The first challenge lies in the diagnosis. Mapping vulnerabilities, identifying areas of risk and understanding socio-environmental conflicts requires up-to-date data, social participation and coordination between different sectors. In Brazil, this stage is still weakened by the scarcity of consistent information, the lack of integration between the scales (federal, state and municipal) and the low technical capacity in many municipalities. The second challenge concerns the construction of future scenarios. Projecting climate impacts requires the use of complex models and an interdisciplinary approach that considers not only environmental variables, but also social, economic, and cultural ones. The uncertainty of these scenarios makes decision-making even more difficult, especially in contexts marked by inequality and institutional limitations.

Finally, transforming diagnoses and projections into effective management actions is one of the most critical points. Implementing adaptation and mitigation measures requires stable financing, collaborative governance, long-term planning, and civil society participation. Solutions such as green infrastructure, land use review, and climate justice policies must be prioritized. Therefore, planning for climate change must be proactive, resilient and territorialized, capable of anticipating risks and promoting integrated, sustainable and socially just responses.

This mini-course will take place remotely and aims to present the potential of Artificial Intelligence as a support tool in scientific production, with a focus on the preparation of systematic reviews. Strategies to plan research stages, organize selection criteria and structure the scientific text with the help of AI resources will be discussed. The activity is aimed at students, researchers and professors interested in optimizing academic writing processes, expanding the traceability of sources and strengthening the methodological quality of their productions.

This activity proposes a reflection on the challenges and possibilities of participatory processes in the context of coastal planning and management. From an integrated and interdisciplinary perspective, methods and experiences that involve the collective construction of strategies for the sustainable use and occupation of coastal territories will be discussed. The focus is on valuing local knowledge, the democratic management of coastal spaces and the promotion of public policies that are more inclusive and sensitive to socio-environmental dynamics.

Latin America's coastal areas are among the regions most vulnerable to the effects of climate change, such as rising sea levels, erosion, salinization of aquifers, loss of biodiversity, and socioeconomic impacts on fisheries and urban communities. Brazil, Ecuador and Cuba share common challenges, but have different approaches to coastal management and the development of adaptation strategies. In Brazil, with more than 7000 km of coastline, impacts vary according to local geographical and socioeconomic characteristics. The country has instruments such as the Coastal Management Program (GERCO) and the Orla Project, but faces coordination difficulties between states, lack of updated technical data and real estate pressures in sensitive areas. Adaptation actions are still isolated and poorly integrated into climate plans. In Ecuador, the Pacific coast is affected by extreme events such as El Niño, which aggravate erosion and damage to infrastructure. The country has invested in ecosystem-based adaptation policies and strengthening local communities, although it still relies on international technical and financial support to improve its coastal resilience. Cuba, on the other hand, stands out for its more centralized and preventive coastal management. The "Tarea Vida" program is a robust state plan that integrates science, policy, and social participation, with the aim of protecting vulnerable coastal areas through planned relocation, reforestation, and control of disorderly occupation. A comparison between the three countries highlights the importance of integrated strategies, territorial planning, multi-scale governance and the valorization of local knowledge as ways to strengthen coastal management in the face of climate change.

Climate change has imposed increasing challenges on urban and territorial planning, requiring integrated responses based on science, social participation and institutional coordination. The intensification of extreme events, such as floods, droughts and landslides, highlights the urgency of adaptive and long-term strategies, especially in contexts marked by socio-environmental inequalities. This conference proposes a debate on good planning practices to address the impacts of climate change, with a focus on climate justice, collaborative governance and the integration of public policies. Approaches that prioritize institutional strengthening, the use of legal instruments such as master plans and zoning, and the construction of prospective scenarios capable of guiding preventive actions will be discussed. The experience accumulated in different territories reveals that territorial planning must be guided by precise diagnoses, coordination between levels of government and the valorization of local knowledge. Only with territorialized, intersectoral and sustainable policies will it be possible to build societies that are more resilient to present and future climate risks.
